The Serbian authorities continued developing a Chinese-made surveillance system despite warnings from the European Union and public opposition at home, Radio Free Europe said citing classified documents it said it had access to.

RFE said that those documents include details of the purchase of an expanded eLTE network based on Huawei technology which links surveillance cameras to police terminals and Internal Affairs Ministry (MUP) command centers. It said that the documents are the first written proof of the Secure City project which the Serbian authorities launched in 2017 when the MUP and Huawei signed a strategic partnership agreement to introduce eLTE technology. The project is based on an intelligent video surveillance network with the eLTE network acting as a protected communications and data transfer platform.

The documents show that the purchase of the equipment and software was done covertly in March 2024.
