Since the beginning of this year, the city heating plant in Niš has signed contracts worth over 2,6 million dinars with the owner of the so-called “Niš informer”, Niš TV.
The money that the citizens of Nis give to the City Heating Plant sooner or later ends up in the hands of the “Nis Informer” Nis TV. Since the beginning of the year alone, contracts worth 2,6 million dinars, which is more than 22.000 euros, have been signed between Toplana in Niš and the owner of Niš TV.
All contracts were concluded on March 1 of this year, and the most valuable is for the amount of 1.188.000 dinars including VAT. It was concluded for the “production of educational and informative material” and is valid until the end of the year, Juzne Vesti writes.
The second most powerful contract is worth 800.000 dinars and was concluded for ten months, whereby Ini media, which is the publisher of Niš TV, will from Toplan to receive 80.000 per month, for “informing and broadcasting service information”.
In total, it is 2.688.000 dinars, and the contracts were concluded at the moment when Toplana proposes a new heating price increase due to the increase in gas prices.
Increase in heating costs
The Supervisory Board of the City Heating Plant in Niš proposes that the variable part of the heating bill in Niš costs 7,57 dinars instead of 7,12 dinars per kilowatt hour, which is an increase of 6,38 percent.
They cite the increase in gas prices as the reason, and whether heating will definitely increase in price will be decided by the City Council.”A proposal to change the price of thermal energy due to an increase in the variable part of the price can be submitted in the event that the total price of energy increases by more than 3 percent, and must be submitted if it decreases by more than 5 percent,” it was stated in the Decision of the Supervisory Board.
While the price of heating increases several times a year, the Municipal Heating Plant in Niš has signed contracts worth over 2,6 million dinars with Niš TV since the beginning of this year alone. However, this is not the only contract that Toplana has with the media from Nis.
Heating plant and other media
It is interesting that the contracts between Ini media and Toplana are actually not the only ones that this institution has with some of the media. In March of this year, Toplana concluded another contract for the publication of service information through the Internet portal with the company City Marketing Center, publisher of Niški vesti.
The contract was concluded on March 10, and its value is half a million dinars, with monthly payments of 50.000 dinars, reports Juzne vesti.
It is a company owned by the opposition councilor Oliver Paunović, while the contract with the acting director of Toplana Živojin Tasić was signed by the director of the City Marketing Center, Miloš Janković.
Last year, the City Heating Plant concluded a contract with Zona plus, a television station owned by the son of Bratislava Gašić, worth 1.080.000 dinars.
All those contracts were concluded by Toplana through tenders that were not published on the Public Procurement Portal because they are not subject to the Law on Public Procurement.
