Serbian Government adopts media laws, decrees

The Serbian Government on Thursday adopted the Draft Law on Amendments to the Law on Public Service Broadcasters, the Draft Law on Amendments to the Law on Public Information, and a number of decrees and decisions related to natural gas supply security, free textbooks, and incentives for audiovisual production.

 

The adopted amendments to the Law on Public Service Broadcasters aim to improve the operation of public service broadcasters, increase accountability to users, and stabilize funding. These changes are designed to strengthen the public interest in the field of information, the Government said in a press release.

 

It noted that the amendments also ensure better protection for journalists and introduce mechanisms to safeguard their professional integrity, supporting media freedom and safety at work. Additionally, the reforms include improvements to the functioning of self-regulatory bodies, contributing to greater media responsibility and adherence to ethical standards.

 

The Government also adopted the Draft Law on Amendments to the Law on Public Information, which introduces a single system for monitoring the co-financing of media projects, thereby ensuring greater transparency in the use of public funds.

 

It said that these amendments further reinforce protections for journalists and mechanisms to preserve their professional integrity, promoting media freedom and safety. They also enhance the work of self-regulatory bodies, fostering greater media responsibility and ethical compliance.

 

Additionally, two decrees related to the supply of natural gas were adopted, aligning domestic legislation with the new European Union regulations and fulfilling obligations undertaken through the signing of the Energy Community Treaty. These regulations define measures and activities for enhancing reliable and efficient gas supply, said the Government.

 

It explained that the Decree on the Preventive Action Plan to Ensure the Security of Natural Gas Supply includes a risk assessment based on which mitigation and prevention measures have been defined, with the aim of providing long-term reliability and efficiency and encouraging the development of the national gas system.

 

The Decree on the Crisis Plan to Ensure the Security of Natural Gas Supply was also adopted.

 

The Government adopted the Decision on Financing the Procurement of School Textbooks from the State Budget for the 2025/2026 Academic Year.

 

Furthermore, it adopted the Decree on Incentives for Investors to Produce Audiovisual Works in Serbia.

 

These incentives, as before, are non-refundable, with partial reimbursement of qualified expenses incurred in Serbia. One of the new provisions addresses the share of foreign investors in the production of audiovisual content, said the press release.

 

The Government also adopted the Decree on the Programme to Support the Implementation of Gender Equality Policy for 2025.
