Vucic, Koopman discuss Serbia’s EU path and REM Council formation

Serbian President Aleksandar Vucic discussed Thursday with the European Commission Director-General for Neighborhood and Enlargement Negotiations, Gert Jan Koopman, Serbia’s continued progress on its path toward the European Union (EU), the fulfillment of obligations within the accession process, and the formation of the Regulatory Authority for Electronic Media (REM).

 

In a post on Instagram, Vucic noted that special attention was given to aligning judicial legislation with the recommendations of the Venice Commission, adopting remaining laws in accordance with ODIHR recommendations to improve the electoral process, and the formation of the REM.

 

He added that they exchanged views on the EU Common Foreign and Security Policy, as well as new initiatives aimed at providing additional momentum to the enlargement policy.

 

Vucic also noted that they attended a meeting of the Operational Team for Serbia’s EU Accession. Discussions there focused on intensifying work on the rule of law, that is, meeting interim benchmarks for Chapters 23 and 24, as well as implementing recommendations from the European Commission’s annual report.

 

The Serbian president said they also discussed the implementation timeline for the Reform Agenda under the Growth Plan for the Western Balkans and reviewed necessary steps to further improve the negotiation process and prepare the remaining clusters for opening.

 

 

Resignations of four REM Council members

 

Four newly elected members of the REM Council resigned in late 2025. These resignations followed a controversial vote in the Serbian Parliament involving National Minority Council candidates, a move that left the regulatory body without a working quorum.

 

Since then, the REM Council has operated with only four members – all nominated by the current regime – out of a total of nine. The process to appoint the five remaining members has remained stalled for more than a year and a half.
