UNS: Manja Grcic’s diploma does not have the required 240 points

Manja Grcic’s diploma does not have 240 ESP points, which is the legal requirement for the director of a public media service, announced the Association of Journalists of Serbia

 

From the Certificate of Passed Exams by the General Director Radio and Television of Serbia (RTS) Manja Grcic submitted to the Qualifications Agency by submitting a request for the recognition of a foreign higher education certificate, it clearly follows that her diploma carries not 240 but 180 ECTS, announced Serbian Association of Journalists (UNS).

 

In the document that UNS, after a complaint to the Commissioner for Information of Public Importance and Protection of Personal Data, received from the Qualifications Agency, all the university exams that Manja Grcic passed, as well as their number of CATS points, which are used in the English education system, are listed.

 

By adding up the points for three years of study, the number of 360 CATS credits is reached, which is equivalent to 180 ESPB, which is why the UNS states that the Qualifications Agency in its explanation determined that the diploma of Manje Grcic carries more points than she herself stated in the request for the recognition of the diploma.

 

“In the Form for recognition of a foreign higher education document submitted by Manja Grcic to the Qualifications Agency on January 30, which was also submitted to UNS, Grcic herself stated that her basic studies lasted three years, and that she achieved 360 CATS points, which in the European system means 180 ESPB.”

 

“Manja Grcic submitted the request for the recognition of the diploma to the Agency on January 30, the day when the Board of Directors held interviews with the candidates that it had previously determined met the conditions of the competition,” UNS announced.

 

The Law on Public Services stipulates that a candidate for the general director of RTS must have a higher education, i.e. a diploma with 240 ESPB points.

 

The UNS adds that the documentation submitted by the Agency to the UNS does not contain an apostille (official certification of a public document), which, as the association has learned, is a necessary condition for work.

“The UNS asked the Agency for all the documentation submitted by Manja Grcic, on the basis of which the Decision on the recognition of the diploma was adopted, from which it follows that the apostille was not submitted with the other documentation”, the UNS announced.

 

The decision was made by director Časlav Mitrović on February 11, 2026, the day when Manja Grcic was elected general director of RTS. It states that “the diploma is recognized as a diploma of basic academic studies of the first level of education”, UNS adds.
